Bangkok, Thailand — 30.3 million

Bangkok keeps its crown as the world's most visited city, drawing an estimated 30.3 million international arrivals in 2025 — more than seven million ahead of second place. Street food, the Grand Palace and riverside temples, plus its role as the gateway to Thailand's beaches, keep it at the top.[1]

Hong Kong, China — 23.2 million

Hong Kong ranks second, with 23.2 million international arrivals, as visitor numbers from mainland China and the wider region continue their recovery. Because Euromonitor counts it separately from mainland China, those cross-border mainland visitors count as international arrivals.[1][2]

London, United Kingdom — 22.7 million

London is the most visited city outside Asia, with 22.7 million international arrivals, and the only European city in the top three. Its museums, theatre and royal landmarks make it a perennial fixture near the top of every arrivals ranking.[1]

Macao, China — 20.4 million

The former Portuguese territory on the Pearl River Delta, now a Chinese special administrative region and the world's biggest casino hub by revenue for much of the past two decades, drew 20.4 million international arrivals — remarkable for a city of under a million residents.[1]

Istanbul, Türkiye — 19.7 million

The city straddling the Bosphorus between Europe and Asia recorded 19.7 million international arrivals, drawn by landmarks such as the Hagia Sophia, the Blue Mosque and the Grand Bazaar. It's one of two Turkish cities in the top 10.[1]

Dubai, United Arab Emirates — 19.5 million

Dubai is the Middle East's leading leisure destination, with 19.5 million international arrivals. Its home airport, Dubai International, is the world's busiest for international passengers, though connecting passengers who never leave the airport aren't counted here.[1][3]

Mecca, Saudi Arabia — 18.7 million

Mecca's visitors are almost entirely religious pilgrims, arriving for the annual Hajj or the year-round Umrah pilgrimage — non-Muslims are not permitted to enter the city at all, making it unique on this list.[1]

Antalya, Türkiye — 18.6 million

The capital of the Turkish Riviera is the list's big beach destination: an estimated 18.6 million international arrivals, many on package holidays from Europe and Russia, head for its Mediterranean resorts and the old harbour district of Kaleiçi.[1]

Paris, France — 18.3 million

Paris ranks ninth by raw arrivals with 18.3 million, but it tops Euromonitor's separate overall city-attractiveness index — which weighs tourism infrastructure, performance, policy, health and safety, and sustainability as well as visitor numbers — for the fifth year in a row.[1][2]

Kuala Lumpur, Malaysia — 17.3 million

Malaysia's capital rounds out the top 10 with 17.3 million international arrivals, making it Southeast Asia's second most visited city after Bangkok. Notably absent from the top 10 by arrivals are New York, Tokyo, Rome and Singapore — all ranked highly in Euromonitor's overall attractiveness index.[1]
